FUFA has communicated the decisions of the First Instance Body (FIB) Club Licensing Committee following the conclusion of its assessment of Uganda Premier League clubs and proposed match venues ahead of the 2026/27 season.
FUFA along with the licensing committee met on Tuesday, 21st July 2026 and Wednesday, 22nd July 2026 to review submissions from clubs in line with the FUFA Club Licensing Regulations.
According to FUFA, the decisions form part of the club licensing process, which seeks to ensure that clubs meet the sporting, infrastructure, personnel and administrative, legal and financial criteria required to participate in Federations competitions.
Eight clubs fulfilled all mandatory, obligatory and best-practice Club Licensing requirements and were granted Category One Club Licences. These are KCCA FC, Vipers SC, NEC FC, SC Villa, URA FC, Police FC, Kigezi HomeBoyz FC and Ntugasaze FC.
The committee also granted Category Two Club Licences to Kitara FC, Entebbe UPPC FC, Maroons FC, BUL FC and Mbarara City FC. These clubs met all mandatory requirements but have outstanding areas to address under the best-practice criteria. The license is subject to the fulfilment of conditions communicated to the respective clubs.
Kataka FC, Express FC, Blacks Power FC, Lugazi FC and UPDF FC were not granted licences following the committee’s assessment. The affected clubs have received individual communication outlining the reasons for the decisions. Clubs in this category have until Monday, 27th July 2026 at 1700hrs to lodge appeals through the FUFA Licensing Appeals Committee.
BLACKS POWER FC
1. Head Coach: The Club did not submit the requisite coaching certificate/license
for its Head Coach.
1. Assistant coach: The Club did not submit a valid contract of employment and
the requisite coaching certificate/license for its Assistant Coach.
1. The club does not have a chief Executive Officer to run the day today activities
of the club.
1. Youth Coach: The Youth Coach fielded by the Club does not have a specialized
youth certificate
1. Fitness Coach: The Club did not submit a valid contract of employment and the
requisite certificate/qualification for its Fitness Coach.
1. Proof of Payment: The Club failed to submit satisfactory proof of payment of
remuneration due to its players and technical/coaching staff, in breach of the
financial criteria.
1. Club does not operate a G2 Academy
2. Club does not have a women team
3. No club domain email address
4. No verified social Media Accounts
5. The club does not have a safety and security officer
6. The club did not register its club name and logo as trademarks
7. Stadium Infrastructure: the matchday stadium proposed by the Club does not comply with the minimum infrastructure standards prescribed for participation in the Uganda Premier League.
EXPRESS FC
1. The club does not have a women team
2. The club does not operate a G2 Academy
3. Youth Coach: The Youth Coach fielded by the Club does not have a specialized
youth certificate
1. Proof of Payment: The Club failed to submit satisfactory proof of payment of
remuneration due to its players and technical/coaching staff, in breach of the
financial criteria.

3. The club does not have a training ground
KATAKA FC
1. Head Coach: The Club did not submit a valid contract of employment and the
requisite coaching certificate/license for its Head Coach.
1. Youth Coach: The Youth Coach fielded by the Club does not have a specialized

1. Fitness Coach: The Club did not submit a valid contract of employment and the
requisite certificate/qualification for its Fitness Coach.
1. Proof of Payment: The Club failed to submit satisfactory proof of payment of
remuneration due to its players and technical/coaching staff, in breach of the
financial criteria.

2. No verified social Media Accounts
3. Finance officer: the finance officer submitted does not have the required qualifications
1. Stadium Infrastructure: the matchday stadium proposed by the Club does not comply with the minimum infrastructure standards prescribed for participation in the Uganda Premier League.
UPDF FC
1. Assistant Coach: The Club did not submit the contract of the assistant coach
2. Youth Coach: The Youth Coach fielded by the Club does not have a specialized youth certificate
1. No verified social Media Accounts
2. The club has not registered its club name and logo as trademarks
3. Proof of Payment: The Club failed to submit satisfactory proof of payment of remuneration due to its players and coaching staff, only one month was uploaded
1. Stadium Infrastructure: the matchday stadium proposed by the Club does not
comply with the minimum infrastructure standards prescribed for participation in the Uganda Premier League.
LUGAZI FC
1. Women Team: The Club did not submit a women team as stipulated in the Club Licensing Regulations
